ELF Waves and Chemtrails
Extremely low frequency (ELF) is a term used to describe radiation frequencies from 3 to 30 Hz. In atmosphere science, an alternative definition is usually given, from 3 Hz to 3 kHz.[1][2] In the relatedmagnetosphere science, the lower frequency electromagnetic oscillations (pulsations occurring below ~3 Hz) are considered to lie in the ULF range, which is thus also defined differently from the ITU Radio Bands.
[ELF is a subradio frequency.[3] Some medical peer-reviewed journals refer to ELF in the context of "extremely low frequency (ELF) magnetic fields (MF)" with frequencies of 50 Hz[4] and 50–80 Hz.[5]United States Government agencies, such as NASA, describe ELF as non-ionizing radiation with frequencies between 0 and 300 Hz.[3] The World Health Organization (WHO) have used ELF to refer to the concept of "extremely low frequency (ELF) electric and magnetic fields (EMF)"[6] and have also referred to "ELF electric and magnetic fields in the frequency range >0 to 100,000 Hz (100 kHz)."[7] The WHO also stated that at frequencies between 0 and 300 Hz, "the wavelengths in air are very long (6000 km at 50 Hz and 5000 km at 60 Hz), and, in practical situations, the electric and magnetic fields act independently of one another and are measured separately."[6]
Military Communications
The United States Navy utilized extremely low frequencies (ELFs) as radio band and radio communications. The Submarine Integrated Antena System (SIAS) was a research and development effort to communicate with submerged submarines.[8] The Soviet/Russian Navy also utilized ELFs for submarine communications system, ZEVS.[9]
ELF Explanation
Because of the electrical conductivity of seawater, submarines are shielded from most electromagnetic communications. Signals in the ELF frequency range, however, can penetrate much deeper. Two factors limit the usefulness of ELF communications channels: the low data transmission rate of a few characters per minute and, to a lesser extent, the one-way nature due to the impracticality of installing[dubious – discuss] a transmitter of the required size on a submarine (transmitters need to be of exceptional size for the users to achieve successful communication). Generally ELF signals were used to order a submarine to rise to a shallow depth where it could receive some other form of communication.

Detection and Imaging of Underground Structures Using ELF/VLF Radio Waves
ELF/VLF radio waves penetrate deeply beneath the surface of the earth and interact with the geologic structure of the earth. This interaction induces secondary fields with measurable effect at and above the surface of the earth. Proper understanding of the physics of the generation and propagation of ELF/VLF waves and their interactions with earth materials will allow these waves to be used for applications such as sub-surface communications and exploration of the subsurface geological structure. The research called for under this effort is to assess the viability of exploiting the concept of electromagnetic induction to detect and image subterranean features such as tunnels, bunkers, and other potential military targets.
Geophysical surveying using natural ELF/VLF sources, such as lightning or auroral generated signals, is an established procedure. In general, however, the procedure has been developed with the interest in locating areas of highly conductive material such as metal ore deposits.
There are many significant issues that need to be resolved, however, before the concept can be evaluated for military applications such as detection of underground structures. These issues can be divided into six primary topics:
(1) the physics of, and methods for modeling the generation of ELF/VLF waves from various sources;
(2) methods for measuring ELF/VLF field components in a covert manner;
(3) methods for modeling and characterizing ELF/VLF wave propagation including the effects of surface topography and subsurface terrestrial properties;
(4) the physics of the propagation and attenuation of the secondary fields above the earth's surface;
(5) procedures and algorithms for inverting measured electromagnetic field information to obtain subterranean conductivity structure particularly aimed at identifying and characterizing man-made structures or natural voids; and
(6) algorithms for producing unambiguous detection and classification of underground voids or structures in the presence of geological noise and clutter.
The Space Effects Division of the Phillips Laboratory Geophysics Directorate is interested in receiving proposals related to the theoretical understanding and practical development and demonstration of techniques for the detection of underground structures using ELF/VLF radio waves generated by natural and man-made sources. Issues to be examined by the proposers include: methods for measuring ELF/VLF field components by covert means; methods for characterizing, and interpreting ELF/VLF wave generation and propagation, including the effects of surface topography and subsurface geophysical properties; procedures for inverting the electromagnetic field properties to obtain realistic, depth-dependent geophysical parameters with particular interest in identifying man-made structures and natural voids within the surrounding geology; and algorithm development for the unambiguous detection of underground voids or man-made structures in the presence of real-world geophysical noise and clutter.
This PRDA seeks proposals of original and innovative research dealing with the development, implementation, and demonstration of these concepts. The proposer will need to demonstrate a basic understanding of the principles of ELF/VLF wave generation, ELF/VLF guided-wave propagation, instruments and measurement procedures and problems for ELF/VLF, methods for inversion of ELF/VLF data into depth-dependent geophysical models and for detecting zones or targets of interest and for characterizing those targets. Highly original and innovative proposals dealing with one or more of these topics relevant to this progam will be considered for funding.
Several distinct methods for ELF/VLF generation are available to support these efforts. Proposers are encouraged to consider including the controlled ELF/VLF sources provided by the 960KW HF transmitter of the HAARP, presently under construction outside Gakona, Alaska and the HIPAS facility located near Fairbanks, Alaska. PL/GPS is the program manager for the HAARP facility. The Office of Naval Research controls the HIPAS facility. Both sites will be available to support the research efforts under this PRDA.

The presence of ambient Extremely Low Frequency Radiation (ELF) waves has again been verified. This data has the remarkable property of being of geometric form, with the frequencies occurring almost exclusively as multiples of 4 Hz. It appears reasonable to conclude that the frequencies being captured are likely of artificial design with an undeclared purpose. The human brain operates primarily within the same range of frequencies that are repeatedly being recorded. The graph above shows the unusual nature of this data; the Y axis of the graph shows the measured frequencies in Hz (cycles per second) and the Y axis shows the number of observations at one per second (total of 1000). Each dot represents a single observation; the structure of the data is readily apparent.
The graph shows, therefore, ELF frequencies commonly being recorded at 12, 16, 20, 24. 28, 32, 36, and 40 cycles per second. Previous research also shows that this frequency list minimally includes the additional frequencies of 2, 4 and 8 Hz.
The current work is the result of an original circuit that has been designed to detect ELF waves using a series of operational amplifiers in conjunction with a high inductance coil. This circuit has developed from an original design project combined with certain experimental modifications during construction that have led to a device of extraordinary sensitivity. The 60Hz signal from the power line infrastructure is easily detectable with this newer circuit. The circuit is also sensitive enough to detect and register the electromagnetic presence of a person from several feet away from within the same room that the circuit is housed.
The specific source, intent and effect of these radiations remains unspecified at this time. As a topic of additional research, it is well documented within the HAARP literature that ELF production that results from the pulsing of the ionosphere with high frequency radiation is an application of importance. ELF propagation has the property of traversing extensive distances over the globe due to the extremely long wavelengths involved. Earth penetration and subsurface communication applications are also major uses of ELF propagation. The role of a modified atmosphere (refer to previous discussions on the plasma frequency) resulting from the introduction of massive amounts of electrically conductive particulate matter must be considered in conjunction with these disturbing findings.
Six significant effects or mechanisms of ELF radiation upon human health have been identified through initial research on this topic, including but not limited to:
1. human mental functioning, influence and control
2. disruption of cellular metabolism
3. suppression of the immune system
4. genetic modification and/or DNA effects
5. influence upon free radical formation
6. cyclotronic resonance
The particular circuit that has been developed and that remains under investigation will be presented in detail at a later time when time permits. The general conceptual design is that of a high inductance coil being used in conjunction with a series of operational amplifiers in combination with a frequency meter.
Although these frequencies have now been detected through three completely independent methods (two operational amplifier circuits and one coil-capacitor resonant circuit in combination with a gaussmeter), it has remained difficult to develop sufficient sensitivity to log the data reliably.
A most unexpected and unusual result of the current work is the role that the human being can assume in the detection of these frequencies. It has been found that the human organism, acting in conjunction with the primary large inductance coil (antenna) of the circuit, provides sufficient amplification to the signal to allow reliable detection and logging of the data. That is to say, if a human runs a wire in parallel from the skin to the inductor lead, the geometric form of these frequencies is easily detected. It appears, therefore, that the human being acts in some sort of resonant or amplification capacity with this particular circuit. The effect upon health and or mental functions exists as a primary topic of inquiry. This research is in the early stages and will require additional investigation; it may be that alternative antennas may be able to provide this same result. The interplay between the human species, the dominant frequencies of the human brain, and the detection of this geometric form of ELF radiation would appear to be of much concern at this point.
Professionals knowledgeable in all fields related to these findings are again asked to contribute their services on behalf of the public welfare. Citizens are again asked to seek full accountability and disclosure on the issues that have been raised within this report.

Extra-low Frequency Vibrations (ELFs)
There are also inaudible ELFs (extra-low frequency waves). These are electromagnetic in nature. One of the primary uses of ELFs is to communicate with our submarines. Dr. Andrija Puharich, a highly respected researcher, in an attempt to warn U.S. officials about Russian use of ELFs, set up an experiment. Volunteers were wired so their brain waves could be measured on an EEG. They were sealed in a metal room that could not be penetrated by a normal signal.
Puharich then beamed ELF waves at the volunteers. ELFs go right through the earth and, of course, right through metal walls. Those inside couldn't know if the signal was or was not being sent. And Puharich watched the reactions on the technical equipment: 30 percent of those inside the room were taken over by the ELF signal in six to ten seconds.
When I say "taken over," I mean that their behavior followed the changes anticipated at very precise frequencies. Waves below 6 cycles per second caused the subjects to become very emotionally upset, and even disrupted bodily functions. At 8.2 cycles, they felt very high...an elevated feeling, as though they had been in masterful meditation, learned over a period of years. Eleven to 11.3 cycles induced waves of depressed agitation leading to riotous behavior.
I have also found some material regarding Andrija Puharich, he seems like a controversial person, but still it is interesting to see his findings regarding ELF waves, like could be read in following link, it is interesting that here only the Russians are mentioned, though we know that the western world now have advanced even more with ionospheric heaters like HAARP, EISCAT and the heater at Arecibo in Puerto Rico, to produce ELF Waves;
